Open Question: why can some contacts view my webcam and with others, i dont have the option to send or recieve webcam at all?

In yahoo messenger i can set it up so anyone can 'view my webcam' but some contacts it wont allow? also when sending instant messages with the contacts that cant view my webcam im unable to start a video call or even invite to view my webcam.....please can you help me......much appreciatedhttp://answers.yahoo.com/question/index?qid=20100726154743AA6qxdS
